PASS Compliance - Hazardous Substance Control (HSC) inc. REACH Compliance

The PASS Compliance Scheme is an independent, assessment and declaration of conformity approval scheme of Hazardous Substance Control (HSC) management measures for factories manufacturing consumer goods.  The scheme scope was updated in 2007 to include REACH Compliance.


PASS Compliance programme - Objectives and Key Benefits:

To demonstrate compliance to HSC regulatory requirements enforced in destination European markets by issue of a Declaration of Conformity (DoC) and in so doing reducing further the need for materials, process and finished product testing.
To be able to meet legal and client obligations and those of major retailer organizations.
To relieve pressure on companies enabling them to concentrate on product development, marketing and sales of product.

What differentiates PASS Compliance from other schemes?

Unlike others schemes the scope of the PASS Compliance programme is not limited to any one manufacturing sector such as toys or housewares or to any one regulatory requirement.  The scope includes a wide range of product categories, typically listed by major retailers, which are as being affected by EC, HSC legislation and hence requiring evidence of compliance.  Examples include but are not limited to those mentioned previously:  Restriction on Hazardous Substances (RoHS) compliance, Directive 67/548/EEC and the Toys Safety Directive (EN71 standards part 3, 4, 5 and 9-11 in particular).

Regulatory Scope

Type A:  Basic Directives (for all products) such as “CE marking” Directive, etc,
Type B: Generic Directives (take precedence over Type A) such as RoHS Directive, WEEE Directive, etc.
Type C: Product Specific Directives (take precedence over Type A and B) such as Toys Safety Directive – amendments to European Norms, Personnel Protective Equipment (PPE), etc.
